Please Review this thread to understand how memory attributes work. I wrote up a long reply in it that explains how the pages interact.
If things are always changing for media stores that indicates that the Recall Attributes (which Over Ride Store Attributes) are set to Recall and not to MEMORY mode.
Also for clarity when the Memory is Stored.. It actually is storing Everything that was present for the entire ME. It's just that those STORE Flags are being saved with the memory to tell it to not recall those elements. If on the Recall Side of Attributes you have the Media Store set to Blue (Recall) and Not Orange (memory) then they will force the recall of the media store even though you are setting individual memories to Recall or Not Recall.

Subject: Carbonite Memory inclusions
Is there a way to find out exactly which elements have been included in a memory on Carbonite?
I have to adjust a few memories someone else built for a show. To make sure to edit all aspects of a memory I would like to find out which elements were included. The only way I know for now is to recall a memory and click through all the pages in "store" view to check which boxes are selected in blue. But I observed that Carbonite always selects all media stores even if they were not stored previously.
