Is it possible for someone to explain the timer and how it works in visual logic?

Further, even if it is not possible with the timer, how can I use visual logic (if even possible at all) to detect when a value is not 0 display it for 7 seconds, and then fade it away?

I'm a bit new to xPression, I looked at past posts, read documentation, and looked at xPression U and could not find a solution. Any help is appreciated.
