For some reason I cannot access some of the effects from the Effects panel. As you can see in the image, some of the subfolders don't have any effects inside the. Is this an add-on I don't have purchased or am I missing some step to activate it.

I've been told that the effects are generally best avoided as they have too much impact on performance, so if I need something I bake it into the texture I output from After Effects. I know that doesn't specifically answer your question, but it is to say it may be a rabbit hole best left unexplored for now...

Noise and Grain is merely a folder waiting for an effect to be designed by Ross. They add them as they perfect them. But I am in the same boat with Willie. When we were first trained at startup it was suggested to try and stay away from effects as they affect performance.

I worked an ESPN remote last weekend and they have written an amazing Xpression project that is beyond powerful. Given that Xpression could keep data correct on hundreds of scenes, all from 3 spreadsheets I am more than willing to limit myself on the use of effects.
