I have exported a few video AVIs from after effects to be used in a lower third inside a quad, and wish to tune their speed in relation to each other. Is there an option for this?

Add the video to the scene director and then add a scene director event. Set the scene director event to change the speed (edit the properties of the event). You could put each video in it's own scene director and adjust the speed of each scene director individually.

Also if you are exporting videos for use as a graphic element make sure you have sized them correctly. For example a lower third video should not be exported as 1920x1080. It should be exported as 1920x200. Do your best to avoid rendering 'empty space'. The resolution of a video has the biggest impact on performance, not the length/filesize.
