Bullet 1-3, 1-4 and 1-5 are the actual text objects comprising the bullet group. I made this with the presumption that there would never be less than 2 bullet points, and never more than 5, but this idea can be expanded out to as many / few as you like.
The naming convention is irrelevant, it's just what I would have called them.. the 1 indicates they belong to line 1, bullet points for line 2 would be prefaced with a 2 (2-1, 2-2, 2-3, 2-4, 2-5) and so forth, but really just do whatever works for you naming wise.
Bullets 2-5 text is just a text object the operator can enter a value into in order to drive the number of bullets visible in the scene. This also drives the Y position of the Line-2 text.
The only thing here in a layer is the Bullets 2-5 text, and that layer is only to make it so the operator can see the instruction / value while not having it play out ot the audience.
A layer object is not necessary on the bullet text, unless of course you intent to animate them on with a mask.
