Indeed, the Project Server is used especially for distributing projects across multiple servers.
So if you have a design team which creates the projects, the can publish the project to the project server.
Whenever a user needs a specific project, he can look for a project on the project server and deploy it from within his XPression.
I don't know if there are any specific requirements for the hardware, but it's basically a storage-unit, so you would only need sufficient storage space.
However I don't know if there is a specific license needed to be able to run the project server software.
Please also note that this centralised server can also be used to setup a centralised Datalinq Server so that all XPressions can connect to the same Datalinq Server.
Or it can also be used to host the NLE-plugin for example.
