At the moment, no, you cannot prevent people from opening the DashBoard application.
Options might be:
1. Create multiple user accounts on the remote PC and only show the DashBoard icon on your account.
2. We do have a user rights management (URM) server for DashBoard - you could request a copy of this application... though this will impact all instances of DashBoard on your subnet. The URM server allows for 2 accounts for free: An admin and a user. You could set your admin account for full access and make things read-only for everyone else.
3. If you are using a custom panel, you can put a screen in front of the custom panel to require a password before the panel becomes active.
