There is a way to make the Acuity Softpanel "sort of run" in a sim mode.
You can download the OVA file and run it in Virtual Box. I can then walk you through how to enable sim mode for it... Again you are not really able to use this to "build offline" and then move the files over.

Once you have it up and running reach out and I will walk you through the steps to turn on the simulator... You can then use a web browser to point to the Virtual Panel..

Hi Matt,
There is no Offline editor or way to build without having a connection to the Frame. You would need to be able to at least connect a DashBoard Instance to the Frame and then you would be able to edit custom controls.
