Generally this issue is caused by the framerate of the XPression engine not matching the framerate of the output and/or project. There are some situations where it can be a bit finickily to get XPression into the correct base framerate.
Open the project where the clip plays back at double speed and go: XPression > Project > Convert Project Mode
What is the editing mode and timebase shown there? (Ex. HD SDI 1080i & 29.97 frames/second). Don't change the project mode, just check what it is.
Do the same for the project where the clips plays back at the correct speed. What is the editing mode and timebase shown there?
What is your output resolution and framerate supposed to be?
Does your XPression system create an "untitled" project when it launches? If so, also check the framerate of the untitled project. Sometimes this issue can be resolved by enabling "Do Not Create Untitiled Project" and/or by enabling "load most recent project". XPression > Edit > Preferences > Editor > On Startup

Well at this point it is beyond a switcher question and is really needed to be addressed by the XPression team..
@Garner Millward could you have someone look into this or offer up a suggestion...
The only time I ever had the issue with the clip speed was when the project settings for FPS was different between them... So I am out of ideas to help with..

We just checked the old project and the new project and everything is the same. This graphic is coming from After Effects. I exported from after effects as a PNG sequence. I got the png sequence and put it in Video Coder for expression to get the avi file that xpression likes. I created a new xpression project and added it and it plays out fine. Looks good and everything.
When we import this new project to an old project it plays faster. I know I'm repeating myself. What are we missing? What else can we check? When the file is alone in a new project it works great.

The Projects probably have 2 different Video formats. So now it plays the video clip 2 times as fast since it is half the number of Frames.

I hope you all had a great Christmas and New Years! I have a question for xpression. I created a 2 second graphic to get us into our presentations. I used video coder from xpression and coverted the file to play correctly in Xpression.
I got it to work fine with the switcher and even created a custom control. When I go and import that new Graphic to another project on Xpression to use it…I add it to the sequence side and when I click on it to take it online it plays faster than the original clip. I don't know why it's doing that. Its an HD file and its 2 seconds long. I even tried to bring it in building it from scratch and it still plays fast. It only plays normal in the original project I created in. Why is it doing that?
