Switchers are Big "Live Video Editing Toolboxes" .. always lots of neat tricks to use your different utilities to create a desired result :)
Sometimes its more fun building the show / effects then running the show :)

Use a Keyer to do a Self Key of Black .. making it full Black.. Then use the Keyer Mask and use the Box mask to reveal the video below and set the top and bottom to show you the amount of Bars at the top and bottom you would Like.
