Please post screen shots of the device configuration for the RossTalk device setup to send to the TD panel.
please also double check the IP is the panel and not the frame.
in dashboard there is a debug view and yes you can attach debug messages to run after your events.

Subject: Custom Control to send GPI
Hi Les I have the global listener enabled and I have switched to port 7789 in the global listener and in the device configuration. The trigger ID and GPI value are the same in the custom control as well as the trigger ID.
I made these changes and the custom control still does not work. Is there any code I can add to the button to see it is being called on?

Do you have the Global Listener enabled in DashBoard on your panel?
on the Toolbar -- Window - Preferences - RossTalk GPI Listener Enable -- also set it to 7789 and then modify your device config for sending to the panel.
TD Panels may have port 7788 reserved for the Panel to run it's rosstalk listener and best to put DashBoard on a different port .
Then also make sure your button "trigger ID" has that GPI value in it that you are showing. I also see two "new custom panel grid" files open. You might want to make sure you don't have two different things running either
