    Is it possible to increase the UI size of the Dashboard interface? The text and tools are tiny on a 4k monitor. I've explored a few options with Windows 10, but nothing seems to help.

    Actually, yes!

    If you change the Windows UI scale under display settings you'll see the UI of Xpression change as well.
    I usually do this from 150% down to 100% for our school laptops we let the students use for Xpression Designer.

    This will of course change Everything Else as well, but it works while in Xpression.
