It is not possible to update Datalinq in XPression without saving the excel file. Datalinq is reading the file saved to disk, rather than what's live in the open Excel workfbook.
The new .xlsx file can be used, but on machines with 64-bit versions of Microsoft Office, you have to install the 32 bit Access Database Engine for Datalinq to read Excel file.

With these two configurations, the Datalinq Source set to refresh every second as you have, and the Live Update button checked in the Datalinq options on the text object in XPression, the scene should update on-air within a second of saving the new data in Excel.

Excel is annoying for XPression because of the sharing settings. The old .xls would let it be open & accessed by multiple users, but the newest excel wants only one user accessing it at a time. One workaround I've found is to save the regular excel file using the Google Drive app, which fools the OS into thinking Drive is a mounted HDD letter. The downside to that is Drive sometimes is slow to see the changes, it may not work for live scores.
