Is there a way to set a default starting Take ID? 

For example. 1-9999 is unavailable for new content or scenes and are reserved for GPI or RossTalk triggers. 

When bringing in new clips, scenes, etc sequencer would assign to the next available number starting with 10000.

Hey Jeff,

The Scene ID (the number that's at the top right of the thumbnail in the Scene Manager) is the starting ID XPression will try to give a take item generated from that Scene. You can right click the scene and change the Scene ID, and that should change it for scenes. For clips, I'm not sure how that gets numbered.
