Hi Chris.
I just tried a colored logo that I have and added the Effect - Color Correction - Color Adjust. I pulled that chip (color adjust) down into the Object Inspector window with the tab Effects selected. Dropped into the Effect Stack. If I double click now on that effect (color Adjust) I then pulled down the Saturation to 0. I then went into the Sequence and dragged in that scene I just worked on. Mine did play out black and white.
So that is what I did. Hope you found a solution.

Everything works in layout but not in the sequencer.
