Would the IP address for the device be the IP address of my Touchdrive panel/dashboard computer? I currently have a blank Dashboard Tally panel.

Can you give it a try using DashBoard Tally panel on your Tria?
You can setup the Port so that you send to say 5728 like I am doing with My ultra on Version 7.1.6

you can still have the device setup to send to the Tria on 5727 and then make a second one that sends on 5728 and setup the Tally service in DashBoard to use it to see if your getting data from the switcher to it.

After upgrading to Carbonite 7.1, I no longer have Tally to my Tria server. The "Serial Tally" device no longer exists, but I set it up using the TSL 3.1 device and it is not working. Any thoughts?
