In Carbonite-land, we say cheese and dessert! Ok, we do not say that. But we like to implement functions that make sense.
Therefore, yes we can absolutely have a PIP with opacity. I have attached 2 screenshots to guide you.
Screenshot 1
1) Assign as a Self Key.
2) Select DVE.
3) Turn on DVE.
Screenshot 2
1) Go back to the Self Key parameters.
2) Bring down Clip and Gain to get back the image.
3) Adjust Transparency as required.

If you apply a Self Key with the DVE Key, there is a 'Transparency' parameter on the Self Key page to adjust the DVE key's opacity.
