Is there a way to make the monitor output mute when the main fader is down?

No there is not.  The Monitor is it's own independent control.

you could build a custom DashBoard panel that will take the Main Audio level and force that to the Monitor Level however that is not something you can just do inside of the Rave Mixer directly.
