Mick,
You can try two things.
There is a checkbox in the Back to Back tab to Render Animated Objects Only. Specifically, this means that objects won't render during the transition if they are not keyframed on the scene director you define in that rule.
Your co-worker is correct that placing a fake, or dummy, keyframe on a mask that is otherwise static will force the mask to render in the transition, and therefore hide your objects animating behind it. Doesn't matter what property you put that keyframe on, as long as it's keyframed on an Animation Controller that is included in your Transition IN and Transition OUT scene directors (since they both use the masks in the animation.) To keep things separate, you could also create an Animation Controller specifically for placing a keyframe on those masks, call it something descriptive like "Render Masks" and place it on both your IN and OUT scene directors.
Your other option, at least in a scene like you've built here, is unchecking the "Render Animated Objects Only" checkbox. This will render your masks on both the incoming and outgoing scenes, along with the rest of your objects on each transition.. This could get you in trouble down the road, however, if for example you want to animate text on and off, but leave the background in place. In those cases, you don't want to render all of your background elements, as those objects from the outgoing scene will hide the text from the incoming scene until the end of the transition.

Subject: Transition Logic masks not working
I am making a project that showcases NFL game leaders and I want my scene to transition form game to game seamlessly.
I already have two scene directors for my IN and OUT animation. I used the B2B function in transition logic and everything seems to look fine, but my masks are not rendering for some reason. I had a coworker tell me that transition logic is weird sometimes and you basically have to put a fake keyframe on the mask to get it to work. I have tried doing this and I am still ending up with the same problem. (I don't know if they keyframe has to go in a specific anim controller or not either)
If anyone had a similar situation and can help I would greatly appreciate it!
I HAVE ATTACHED SOME VIDEOS AND PHOTOS AS WELL
