Hi Daryl,
I beleive I can help you.
It seems to me, that the Ultirx and carbonite part don't share any information in regards to Tally, so the Ultrix will should be added as a TSL device in the configuration. The tally IDs in the Ultix database should then be set as the carbonite. Tally Mode should be routed for the Input and Normal for the PiP
For your reference, the following pages explain the exact setup for the Ultrix Carbonite. For both devices.

https://documentation.rossvideo.com/files/Manuals/Production%20Switchers/Ultrix%20Carbonite/Ultrix-Carbonite-Manual(4843DR-110).pdf
(Page 87)
I hope this helps.

Subject: Ultrix Carbonite with Ultriscape Tally help
I cannot seem to get tally working on my Ultriscape and could use some assistance. I DO have it working on my Cuebi tally light with TSL 3.1 from the carbonite.
I am using the following:
- Ultrix Source
- Ultriscape
- added a PIP with Tally at the bottom (PIP H1 1)
- Carbonite
- Input
- Input 12: CG1
- TSL: 12 (5) Tally Only
- Tally and GPIO:
- Input 12: CG1
- Tally On Air: 12
- Devices:
- Type: TSL UMD
- Driver: TSL 5
- IP: <ip of my Ultrix>
- Port: 5729 (TCP)
- TSL Screen: 0
- Ultrix Route:
- CG1 routed level (VID) to PIP H1 1
- Ultrix Destination
- ID: 57
- Name: PIP H1 1
- Tally: 1001
- Tally Mode: Normal (should this be ROUTED??)
Do I need to make the HEAD1 Destination with any specific Tally and TallyMode?
HELP!
Thanks
