I also tried just running a static timer between the isOnline event and the play action for my OUT Scene Director and the scene director never plays!

This doesn't work. There seems to be unintended side effects of changing the length of an animation controller via code. Now my "spacer" animation controller no longer can be dragged into the scene director. Is there another way this can be implemented?

yeah, easiest way is probably to have one animation controller on the scene director and change the length of that.
Or move an event to the frame you want to end on.
The scene director automatically changes length to accommodate the last item.

Would it be adjusting the length of the scene director? Like taking the seconds, converting them to frames, then setting the length of the scene director to that number of frames?

In one of our shows, we have a snipe that comes on, holds for X amount of seconds, and then transitions off of the screen. With a text object, a news producer could set the text object to a digit that can then be converted to an int in script, then thrown into a wait function. If there's a wait function that would help with this, that'd be great.
Visual Logic hasn't proved helpful here because timer objects cannot have their start time dynamically set.
