Hey Jack,
Ideally you should design your template so that the operator should never go out of title safe.
However I understand there are sometimes circumstances outside of this.
What I would do is get or make yourself the safe size you want as an image.
Place it on a quad and place that inside a layer object.
On the layer object select the option to only show in preview.
