Is there a way to to have OD play a video server just (half sec) before taking it to Air? Custom Control?

If you're having an issue with clips not playing immediately when taken to program I think there SHOULD be solutions to fixing that (though I don't have the answers for fixing).

If not, or if you still want to accomplish what you asked -

If your version of OD allows CC transitions:
Make a custom control that plays the specific server channel (special, VTR), pauses half second, then hit cut on your PRM ME. Then make a transition that is the CC you made.

If your version of OD doesn't allow CC transitions:
Make a custom control that plays the specific server channel (special, VTR), pauses half second, then does an OD take command. Use this CC when shot is in preview.

Go to HOME, SETUP, INSTALLATION, COM SETUP, SELECT DEVICE. Then you can select your video system and on the bottom right you should see a device preroll and you can turn the knob to choose 15 frames.
